The order I follow

Work through the steps in order.

Write the question
Start with the research question and scope.
The reader knows what was checked.
List findings
For each finding, add source, date, and a short explanation.
Every important claim has a source.
Add confidence
Use a simple confidence label that fits the evidence.
The confidence label is not stronger than the evidence.
Close with next steps
Write missing checks, risk note, or safe action.
The report helps decision-making.
